Golf Course Construction Management
Flagstick’s Golf Couse Construction Management Services are built on decades of experience and more than 130 projects worldwide. Our system has been tested in demanding site conditions and proven to deliver consistent results under close technical and financial scrutiny. The Flagstick Operating Procedure combines a flexible-yet-comprehensive construction management framework with one of the most rigorous documentation and reporting systems in the golf industry.
Flagstick’s services are generally structured into three phases: Pre-Construction, Actual Construction, and Post-Construction, supported by our Principals, Senior Project Managers, Project Managers, Site Supervisors, Technical Experts and Construction Specialists.
Phase I – Pre-Construction
This phase typically lasts 2-4 months and begins after contract execution. During this phase, Flagstick conducts site visits and design due diligence, prepares preliminary budgets and schedules, coordinates project execution with designers and consultants, researches construction materials and manages the tendering, tender evaluation and contractor selection process. All budgets and schedules are refined during Pre-Construction to minimize risk and ensure the project is fully prepared before construction begins.
Phase II – Actual Construction
This is the core delivery phase. Flagstick maintains a full-time on-site expatriate Project Manager, supported by experienced supervisors and bilingual staff, backed by senior management support. Daily on-site management, inspections, quality control, safety monitoring, reporting, budget tracking, and schedule control are carried out. Flagstick manages communications between the Owner, designers, consultants, engineers, and contractors, reviews all materials and design changes, approves progress payments, and provides continuous documentation and oversight to ensure the project is delivered exactly as designed and per clients’ expectations.
Phase III – Post-Construction
This optional 1–2 month phase prepares the course for handover and operation. Flagstick coordinates final inspections, resolves defects, completes as-built documentation, verifies irrigation and turf programs, and supports final site visits by the Golf Architect and Owner, ensuring the course is fully ready for opening and long-term maintenance.
Scope of Services
Pre-construction Services
Prepare, solicit and analyze contractor(s) tender documents.
Prepare initial schedules and budgets.
Provide liaison between golf course architect, consultants, owner and entire project team.
Conduct initial plan review with golf course architect regarding construction matters.
Assist golf course architect with technical specifications and detail drawings.
Assist with the set-up of the golf course construction site office and staging areas.
Provide conceptual golf course drainage design, detail drawings and BOQ.
Construction Coordination
Coordinate work of project engineers and consultants (surveying, drainage, irrigation, water features, landscape, on golf course structures, etc.).
Coordinate and monitor daily work of all on-site contractors.
Provide pre-planning of all construction phases in proper sequence to expedite completion schedule. Identity critical schedule paths.
Assist owner and project team with all construction-related matters.
Assist golf course architect during site visits. Create detail report of design comments.
Documentation and Reporting
Maintain schedules and provide regular scheduling updates.
Maintain budgets and provide regular budgeting updates in collaboration with Owner’s finance team.
Prepare draft contract documents for selected contractors on behalf of the owner.
Provide detailed method statements for specific construction tasks.
Prepare notes regarding golf course architect site visits and design comments.
Prepare and distribute minutes of weekly project coordination meetings.
Prepare daily and weekly project status reports including progress updates, task look-aheads, construction concerns, financial summaries, weather outlooks, etc.
Quality and Cost Control
Assist with sourcing, selection and testing of construction materials (sands, aggregates, organics, etc.).
Verify contractors’ applications for payments, change order requests, time extensions, etc.
Offer value-engineering/ cost-saving recommendations without sacrificing quality.
Provide daily oversight of all golf course construction to ensure quality and strict adherence to project specifications.
Conduct frequent monitoring to prevent undesirable delays and ensure construction remains on schedule and within budget.
Recommendations and Procurement
Assist with sourcing and selection of various construction materials (drainage, irrigation, sands, gravels, etc.), and construction / grown-in/ maintenance equipment.
Assist with researching, interviewing and hiring of key construction personnel (superintendent, shapers, managers, foreman, etc.).
Forward all Flagstick national account discounts and cost rebates to owner.
Recommend proper turfgrass varieties and landscape materials to accommodate project goals and climatic conditions.
Prepare turf grass pre-plant and grow-in fertilizer/ amendment programs.
Training and Safety Education
Provide up-front training and Flagstick’s written regulations regarding occupational health and safety matters.
Conduct periodic safety meetings with the entire construction team.
Offer training to owner-designated staff on golf course construction-related matters.
